Oregon treats criminal history as confidential under ORS 181A.220. Fingerprints, photos, and compiled reports are exempt from public inspection unless a court orders their release or a specific statute allows it. Individuals can always review their own records.
If you request criminal history on someone else, the ORS 181A.245 open records process kicks in. The Oregon State Police sends written notice to the person whose record was requested. That notice goes to their last known address. The person gets 14 days to challenge the accuracy of any information before it is released. The released record includes the arrest date, offense, arresting agency, court of origin, and sentence details.
