Eugene Records Request Process

The City of Eugene follows Oregon Public Records Law for all disclosure. The City Recorder coordinates public records requests and handles the upkeep of city documents. Per ORS 181A.220, compiled criminal records held by the state are confidential and exempt from public inspection except through legal authority.

After you submit a request, the city must respond within 5 business days under ORS 192.324(2). They will either finish the request or acknowledge it. If more time is needed, you will get a written update with a new time estimate within 10 business days of the first acknowledgment. Requests that take 30 minutes or less to fill are done at no cost.

Be specific about what records you want. Broad requests can lead to high costs and long wait times. The city is not the custodian of marriage licenses, divorce records, vital records, property liens, sheriff's records, or circuit court records. Those go through other agencies.

You can submit requests through the online portal hosted by JustFOIA. You may also download a PDF form and email it to the City Recorder, or mail it to City Recorder, Eugene City Manager's Office, 500 East 4th Ave, Suite 302, Eugene, Oregon 97401.

State Criminal History Checks

For a full criminal history check, Eugene residents must go through the Oregon State Police CJIS Division. The CJIS Division is the central repository for criminal offender data in Oregon. The fee is $33.00 for a copy of your own record or for an open record request.

To get your own record, complete the Request Own Record form and provide fingerprints. Results come by mail only. Processing takes 7 to 10 business days. The Lane County Sheriff's Office can take your fingerprints, but you send the completed card and fee to the Oregon State Police for the actual check.

Under ORS 181A.245, when someone requests another person's record, the OSP sends written notice to that person. The subject then has 14 days to challenge the accuracy before the data is released. If the OSP holds no criminal offender data, they respond that the person has no criminal record and release nothing more.

Note: The Eugene Municipal Court handles city ordinance violations and traffic citations separately from circuit court criminal cases.
